To communicate effectively, every organization, even the smallest office, uses decision-making process, which implies study of the subject matter, expert conclusion, risk assessment, discussion of all that, after which the decision is made. In the event of a fatal error, the experts, assessors and decision-makers involved in the process are held responsible, even are liable to be dismissed or resign from a job. This is a common and comprehensible procedure, which operates in more or less coordinated institutions. However, in case of Armenia, which is a whole state, the composition of the decision-makers, those responsible for it, as well as the participants in the fatal decision-making process are unidentified.
This became apparent both during the 44-day war and in the post-war period. It is still a mystery who is responsible for the defeat, who are the accomplices, how the war was managed, who failed in the stage of preparation for the war, what diplomatic failures are experienced and so on. The answer to none of the accumulated questions has been voiced so far, no one has been punished, no legal proceedings have been initiated, none of those responsible has committed suicide, and even no voluntary resignations have been handed in. This is an unprecedented situation.
The same thing is happening now. It is not clear what discussions take place during the negotiations, what agreements are reached and, in general, what awaits us, since the fate of the country and all of us is at stake. Pessimists expect any, even unprecedented, concessive decisions, optimists have relied on other countries and international organizations - Russia, USA, Iran, France, UN, EU, Collective Security Treaty Organization (CSTO) and others. Everyone, according to their tastes and ideas, is convinced that their favorite country or international organization is able to prevent the most pessimistic scenarios, but almost no one hopes for the current rulers of Armenia and, to be more honest, the opposition, street or parliamentary.
According to Marx, It is the social existence of men that determines their consciousness. There is also opposite standpoint. It is not the social existence of men that determines their consciousness but the consciousness of men that determines their existence. In this case, we can make a slight semantic change in the words and say that the procedures determine the result. One of the two most important problems in Armenia is irresponsibility and lack of systemic tools, from the lowest echelons to the Government, from small and medium-sized businesses to the pyramids of the judiciary and the legislature.
Irresponsibility begins where the obligation to punish a person for a wrong decision ends, where the mechanisms, that truly reveal the mistakes and omissions of the responsible person and make them accessible to the public, fail. Our internal archenemy is irresponsibility, and that enemy is still alive and viable. Moreover, it seems to be flourishing.
