The incompetence of the authorities

The right of a group of people to decide the destiny of all others must be somehow substantiated and universally recognized. If in the past, the right to rule had a sacral basis, that is, the church declared that a monarch was subject to no earthly authority, deriving his right to rule directly from the will of the God based on heredity, then in the age of secularization, when religion was pushed out of public life in the Western civilization and became a personal affair of an individual, the legitimacy of government is granted through elections. To be precise, the majority transfers the right to rule to the persons elected by it.

No other system has been discovered so far. However, as human experience shows, it is not always that the best or the most competent people are voted through elections. Here the readiness of the majority of voters to make a mature and responsible decision begins to play a great role. Demagogues, populists, and people who make irresponsible promises that can influence the emotions of the majority are often able to seize power legally and lead the public into the abyss. There are a lot of such examples and, unfortunately, we are in a similar situation now.

Governance of a state is a complex art. Therefore, for the smooth operation of a state machine competent and highly qualified people are required, who having appropriate education and mastering the value system and norms of the country, become the “screws” of the immense machine of the government. The existence of such a "machine" leads the society to development and ensures sustainable governance.

Now let us examine the current situation in Armenia. "Revolutions", "coups" and "uprisings" are great shocks for any system of government. As a result of these shocks, people from the "street" find themselves in the responsible circles of the government system, not having the necessary professional and moral qualities. For almost a decade after 1988, we were destined to go through such a difficult phase, the second time we encountered it in 2018, continuing its disastrous course. During the thirty years of post-independence, the two periodic shocks are too many for the state, especially for a small state with big challenges like Armenia.

One of the many challenges nowadays Armenia faces is the problem of incompetent and, as a result, self-confident and arrogant personnel, who have flooded the government system. Incompetence is the malignant occurrence of our time. Those who have communicated with the current managers on this or that occasion have felt the ignorance of the state personnel. We cannot wait another thirty years for the government to come to its senses, and it is also unclear what to do to change the situation, because incompetence is typical not only of the government system, but also of the entire political system, which finally collapsed in 2018.

Unfortunately, this topic fails to find a proper place in public discussions. Yet, the problem needs a systemic solution, so it requires systemic approaches.
